Okay. One of two things is going on here:
1) He knows that he mispronounces the word "nuclear" and refuses to change.
2) He doesn't know that he mispronounces the word "nuclear," and his entire staff is afraid to speak truth to power.
Which is the more frightening scenario?

I've always looked at in the same was as some people say "mature" (sounds like mah-chur?) and then sounding like mah-two-er. It doesn't bother me how he says it.
When a man goes to war on the premise of looking for that type of weaponry, and has the power to push that proverbial "red button," then he'd better know how to "sound it out" when reading from the teleprompter.
"Usage Note: The pronunciation (noo-kyoo-ler), which is generally considered incorrect, is an example of how a familiar phonological pattern can influence an unfamiliar one. The usual pronunciation of the final two syllables of this word is (-klee-er), but this sequence of sounds is rare in English. Much more common is the similar sequence (-kyoo-ler), which occurs in words like particular, circular, spectacular, and in many scientific words like molecular, ocular, and vascular." - dictionary.com
You'd think the leader of the "free world" would be literate enough to see that there is no vowel between the 'c' and the 'l.'
My guess, he knows and refuses to change. He actually probably pronounces it correctly outside of the public spectacle, but becuase of his base pronounces it the way he does. Good job red states.
